NOTES AND MINUTES SOUTHERN YORK COUNTY SCHOOL BOARD COMMITTEE-OF-THE-WHOLE MEETING April 7, 1994 The Committee-of-the-Whole meeting of the Southern York County School Board was held in the Southern Middle School Auditorium on the above date. President Jack Sullivan called the meeting to order at 7:52 p.m. Everyone was asked to Pledge the Flag. Mr. Sullivan apologized for the delay in the start of the meeting due to an executive session held prior to the meeting to discuss a student matter. Members present at roll call were: Jeffery Dubbs, Erek Gass, Jerri Groncki, Daniel Pierce, John Riley, Jan Sechrist, Larry Spangler, Jack Sullivan, and Ed Waugh. Also present were Richard D. Hupper, Superintendent of Schools, William R. Murphy, Assistant Superintendent of Schools, and Dale R. Keagy, Business Administrator/ Board Secretary. The press was represented. OLD BUSINESS: MOTION was made by Mr. Sechrist and seconded by Mr. Gass that the Board of Education approve payment of bills. Mr. Sullivan declared this motion out of order. No vote was taken. Mr. Sullivan stated that because this meeting was a meeting of the Committee-of- the-Whole, no action would be taken on any items on the agenda. Mr. Pierce presented a proposal for consideration of the Board reference adoption of a meeting agenda format for the board meetings scheduled for the first Thursday of the month Committee-or-the-Whole meetings. (Copy in Minute Book) Following discussion, it was recommended that approval of payment of bills would be presented for action at the April 21, 1994 regular Board meeting. Mr. Spangler requested copies of any additional solicitor's billings received to date. Mr. Sullivan asked Mr. Keagy to take care of this item with copies to all Board members. EDUCATION: Mr. Sullivan turned the gavel over to Mrs. Groncki, Chairperson Mrs. Groncki asked Dr. Hupper to Present in-service education certificates to board members who attended Pennsylvania School Boards Association workshops. Dr. Hupper reported on a request from Janet Milstead, a student at Susquehannock High School, to attend the William Penn Performing Arts Program for two periods for the 1994-95 school term. (For action on 4/21/94) Mr. Sullivan shared information about a Southern York County Leaders Exchange meeting to be scheduled on Tuesday, May 31, 1994. He invited Mr. Pat Fero, Regional Planning Commission, to give the details of the proposed meeting. (For action on 4/21/94) Mr. Murphy reported that the Pennsylvania Department of Education monitoring visit has been rescheduled to April 14 and 15, 1994. A report will follow in thirty days. Dr. Hupper recommended that a request by Keith Williams, doctoral student, University of Maryland, to conduct field work for his dissertation in the Southern York County School District be denied due to time constraints and that no action be taken. The Board agreed with this recommendation. Mrs. Groncki opened discussion on the 1993-94 school calendar for students in grades kindergarten through grade 11. Dr. Hupper shared that the legislature has made provisions for school attendance on Saturday, adding minutes in the daily schedule, and meeting the annual attendance by a hourly calculation as ways to modify the school calendar. He further stated that his recommendation remains that students be required to attend 180 days which would establish June 20 at the last day of school. (For action on 4/21/94) Mrs. Groncki requested establishing a date to hold an Education Committee meeting to review school textbooks. Meeting was scheduled for 7:30 p.m. Wednesday, April 13 in the Board Room of the Administration Building. Mrs. Groncki shared that she had received communication inviting her to serve on a county-wide educational panel to present concerns to area legislators reference education matters. (For action on 4/21/94) Submitted by Jerri Groncki, Chairperson TRANSPORTATION, HEALTH AND SAFETY: Gavel was turned over to Mr. Gass, Chairperson Mr. Gass shared a request to contract with Mr. or Mrs. Gregory Staub for transportation of a private school student at the rate of $.29/mile. (For action on 4/21/94) Mrs. Sandy Hartlaub shared concerns with regard to an employee of Laidlaw, Inc. (District transportation contractor) Submitted by Erek Gass, Chairperson FINANCE AND BUDGET: Mr. Gass shared that the committee will recommend award of bid for the Friendship Elementary School Tree Planting Project to the low bidder. (For action on 4/21/94) Committee will recommend the Board of Education approve exonerations and refunds. (For action on 4/21/94) Mr. Keagy shared a report on budget transfers as required. (For action on 4/21/94) Mr. Keagy shared the Year-to-Date Cafeteria Report as of February 1994. (Copy in Minute Book) Mr. Keagy reported that the Commonwealth of Pennsylvania Department of Agriculture has reviewed and accepted the District's Single Audit Report for fiscal year ended June 30, 1992. The committee will recommend the Board of Education develop estimated York Area Earned Income Tax Collection figures for calendar year 1994. (For action on 4/21/94) The committee will recommend the Board of Education approve the York County Teacher Recruiting Consortium Budget for 1994-95. (For action on 4/21/94) Mr. Keagy reported on the status of the general fund for the 1993-94 year. Mr. Gass opened discussion of a special education agreement recommended by the Lincoln Intermediate Unit for three (3) years beginning July 1, 1994. Dr. Hupper stated that he did not feel the District should sign a three year agreement, but would recommend supporting a one year agreement as the District has done in the past. (For action on 4/21/94) Mr. Gass requested establishing the following timeline for adoption of the 1994-95 budget. (For action on 4/21/94) o April 21 - Adoption of Tentative Budget o May 19 - Public Hearing o May 26 - Final Budget Adoption Mr. Gass declared a recess at 10:04 p.m. The meeting reconvened at 10:15 p.m. Mr. Gass requested chairpersons of the various work groups to give preliminary reports. The committee agreed that conference requests could be administratively approved based on budget, but should be reported to the Board. The committee will recommend the Board of Education to schedule staff appreciation breakfast on Tuesday, May 3, 1994. Sign-ups for Board participation will take place on 4/21/94. (For action on 4/21/94) The committee will recommend adoption of the following commendations: (For action on 4/21/94) a. to acknowledge the achievements of seven (7) students who won second place in the Test of Engineering Aptitude, Mathematics, and Science state competition on March 12, 1994. b. to acknowledge the achievements of six (6) students who won first place honors as first year competitors in the Test of Engineering Aptitude, Mathematics, and Science competition on March 12, 1994. c. to acknowledge those students who placed second in the National Design Engineering Competition at Bucknell University on February 15, 1994. d. for Scott Bortner and Eric Shive who qualified for the State Wrestling Tournament. e. for Melissa Bull and Christine Sweitzer who qualified for State Orchestra. Mr. Riley requested the committee defer recommendation for action on revised job descriptions until the next committee-of-the-whole meeting. The committee will recommend the Board of Education approve a deferred salary (tax sheltered annuity) arrangement with AIM Fund Services, Inc. (For action on 4/21/94) The committee will recommend the Board of Education conduct an election for members of the Lincoln Intermediate Unit Board of Directors. (For action on 4/21/94) The committee will recommend the Board of Education approve the following York College students to do their student teaching with the following cooperating teachers from October 3 through December 16, 1994: (For action on 4/21/94) (1) Kimberly A. Klotz/elementary education with Jodie Giuliani, FES/Grade 5, cooperating teacher. (2) Rodney Villadiego/elementary education with Nancy Reed, SES/Grade 5, cooperating teacher. The committee will recommend the Board of Education approve Ann McHale, a York College Nursing Student, to conduct her nursing internship at Susquehannock High School and Southern Middle School from April 6, 1994 through May 2, 1994 with our secondary school nurse, Arlene Keeney. (For action on 4/21/94) The committee recommends deferring action on petitioning the Pennsylvania Department of Education under Act 80 for inservice dates during the 1994-95 school term until a later date. The committee will recommend the Board of Education approve an addition to the Educational Field Trip List for 1993-94 school year for twenty-four (24) third, fourth, and fifth grade students to compete in Envirothon at the Izaak Walton League scheduled for May 10, 1994 for third and fourth graders, while the fifth graders will participate May 13, 1994. The Envirothon is free to enter. (For action on 4/21/94) The committee will recommend the Board of Education grant final approval for George Gerba, SHS/Earth Science Teacher, 14 SHS Earth Science students and one parent chaperone to go to Kennedy Space Center, Epcot Center, Sea World, and Environmental Island in Florida from April 12 to April 15, 1994 with all costs incurred to be paid by the students except for a substitute for Mr. Gerba. (For action on 4/21/94) The committee will recommend the Board of Education grant approval for Gary Sutton, George Gerba, Jeffrey Becker, Donna Becker, Donald Blough, Kay Blough, and the SHS Senior Class to attend Six Flags in New Jersey for their senior class trip on Monday, May 23, 1994. (For action on 4/21/94) The committee will recommend the Board of Education grant final approval for JoAnn Kreeger, SHS Spanish Teacher and David Hortman, SHS Industrial Arts Teacher, and 12 High School Spanish students to go to Costa Rica from May 11, 1994 to May 18, 1994. (For action on 4/21/94) The committee will recommend the Board of Education grant final approval for Pegeen Brown and 30 members of the Southern Middle School Nautical Club to participate in an educational field trip called the Lady Maryland Program in Baltimore on May 13, 1994. (For action on 4/21/94) The committee will recommend the development of a Citizens Advisory Committee per policy #905 to advise the Board of Education on the construction of a community sports complex. Share a copy of the response from the Assistant Commissioner for Elementary and Secondary Education reference approval for the seniors to graduate on June 7, 1994 as originally scheduled. B. Share letter of appreciation received from Dan Stackhouse, S.Y.C. Girl's Basketball Director. C. Discuss interest on the part of the Board of Education members to participate in Susquehannock High School Commencement on June 7, 1994 and wearing caps and gowns.
