MINUTES OF MEETING June 21, 2001 A meeting of the Board of Education was held in the Board Room of the District Administration Building on the above date. James Joy, Board President called the meeting to order at 7:00 p.m. Directors present at roll call: Bruce Bauman, Michael Crouse, Erek Gass, Sandra Gayle, James Joy, Dianne Masimore, Jay May, and Mary Anne Winkelman. Absent at roll call was Jerri Groncki. Also present: Thomas R. Hensley, Superintendent of Schools, Teresa Weaver, Accounting Manager, Wayne K. McCullough, Director of Operations, and Steve Russell, Stock and Leader. Darcie Beecroft student representative was also present. The press was represented by Barbara Krebs, The York Dispatch and Terri Reuter, The York Daily Record. Dr. Joy asked those in attendance to share a moment of silence in remembrance of Dr. Jeffery Sanders, former Board member who died unexpectedly on June 15. Everyone was asked to pledge the flag. Dr. Joy asked that the agenda be amended as follows: The Board of Education to consider the following appointment: Darren T. Lauer, Mathematics/Science Teacher at Susquehannock High School, Step 3(3) Masters Level, effective August 21, 2001. Discussion on student handbooks be moved to the end of the Personnel and Policy Committee report. MOTION was made by Mr. Crouse and seconded by Mr. Bauman that the Board of Education approve the agenda as amended. After this period time has elapsed, (all eliminated) recordings must be erased or destroyed immediately. JOY VOTED NAY. - - - - Mr. Kevin Helmeczi, Assistant Middle School Principal shared proposed changes to the middle school handbook. MOTION was made by Mr. Bauman and seconded by Mrs. Masimore to delete the following paragraph from the middle school handbook page 3, paragraph 4 under "How to Communicate with the School District:" Occasionally parents call school Board Directors in an attempt to obtain an answer to a problem or concern. The board director then contacts the superintendent who then contacts the principal or counselor who then contacts the teacher to research the problem and contact the parent. A call at the building level first can prevent a delay in a response. MOTION APPROVED BY UNANIMOUS ROLL CALL VOTE - - - - MOTION was made by Mrs. Winkelman and seconded by Mrs. Masimore that the following change be made to page 3, paragraph 5 under "How to Communicate with the School District" in the middle school handbook: If a resident of the school district has a request of, or wishes to present some information to the school board, they should make their wishes known to the Superintendent or Board president or he or she may speak during public comment. GASS VOTED NAY. - - - - MOTION was made by Mr. Crouse and second by Mr. Bauman that the Board of Education approve the middle school handbook as proposed with changes noted above with the exception of the extra-curricular contract. MOTION APPROVED BY UNANIMOUS ROLL CALL VOTE - - - - Mr. Cashman shared an update on the proposed changes to the high school handbook. MOTION was made by Mr. Bauman and seconded by Mr. May to reword the last sentence on page 22 (Student Search and Seizure) as follows: "Random periodic sweeps may be conducted by school officials and/or police officials using specially trained dogs. Students should not expect privacy regarding items placed in school lockers because school property is subject to a sweep at any time. The same rule applies to automobiles or other vehicles brought to the school premises. These are also subject to such sweeps. Following the discovery of an unauthorized item, a student will be subject to the established drug, alcohol, tobacco, weapon or other policies of the school district. GASS VOTED NAY. - - - - Mr. Crouse questioned the school policy that prohibits students on waiver from dropping the course they waived into unless they have teacher recommendation (page 31 –Student Withdrawal from a Course) MOTION was made by Mr. Crouse and seconded by Mr. Bauman that the following condition be deleted from the student handbook: Once a student has started, those students on waiver may not drop the course they waived into unless they have teacher recommendation. MOTION FAILED. - - - - Mr. Gass questioned the policy on loss of driving privileges on page 8 "Parking Permit Regulations" and suggested changing the wording to loss of student's vehicular parking permission for a period of one marking period. MOTION was made by Mr. Gass and seconded by Mrs. Gayle to make the following change to page 8 "Parking Permit Regulations:" Documented failure to comply with any of the provisions listed below will mean the loss of student's vehicular parking permission for a period of one marking period/45 days. MR. GASS VOTED AYE. MR. BAUMAN, MR. CROUSE, MRS. GAYLE, MRS. MASIMORE, MR. MAY, MRS. WINKELMAN, AND DR. JOY VOTED NAY. MOTION FAILED. - - - - MOTION was made by Mrs. Masimore and seconded by Mr. Bauman to make the following change to page 8 "Parking Permit Regulations." Parking on school property is a privilege. Failure to comply with any of the provisions listed below will mean the loss of driving privileges for 45 school days. MOTION APPROVED BY UNANIMOUS ROLL CALL VOTE - - - - The Board of Directors discussed the section entitled "Student Exemption from Final Exam." (page 14) It was suggested that students who are exempt from final exam be provided an alternate activity instead of going to the class at the time of the final but not having to take the final exam. Administration is to determine activity. MOTION was made by Mr. Gass and seconded by Mr. Crouse that the following addition be made to Appendix B, paragraph 1 of the High School Handbook: The purpose of the Student Council is to promote more perfect communication between students, faculty, administration, School Board, and the community. MOTION APPROVED BY UNANIMOUS ROLL CALL VOTE - - - - MOTION was made by Mr. Bauman and seconded by Mr. Gass that the Board add the word illegal to statement #6 of Agreement for Participation in Extracurricular Activities: #6 The possession and/or use of tobacco, drugs, and alcohol is forbidden. Knowingly and/or willingly remaining in association with the illegal possession and/or illegal use of drugs and/or alcohol is forbidden. Violations will result in the suspension from all extracurricular activities for sixty (60) school days. MOTION APPROVED BY ROLL CALL VOTE. MR. BAUMAN, MR. CROUSE, MRS. GAYLE, MR. MAY, MRS. Blum, Jr., "Teaching Advanced Placement Environmental Science," July22-27, 2001, Wilkes University, Wilkes-Barre, PA, at a cost not to exceed $1,454.43. ANNOUNCEMENTS; Dr. Hensley reported that members of the District Technology staff have been invited to present a program entitled "Providing Technology Professional Development to Staff" at the PSBA Pennsylvania Education Excellence Fair on Wednesday, October 17.
