PASA 1 Percent Notification

PASA 2023-24 Test Takers Threshold Statement

Each school year, Southern York County School District must review and report the number of anticipated test takers for the Pennsylvania Alternate System of Assessment (PASA). This requirement is part of the PASA 1.0 Percent Participation Threshold Justification process developed by the Pennsylvania Department of Education, Bureau of Special Education (BSE) in accordance with the Every Student Succeeds Act (ESSA). The ESSA requires Pennsylvania to ensure that the total number of students assessed in each subject using the PASA does not exceed one percent of the total number of all students in the state assessed on the statewide assessments. Each local educational agency (LEA) must complete and submit the PASA 1.0 Percent Participation Threshold Justification to BSE if it anticipates that more than 1.0 Percent of its students enrolled in grades 3-8 and 11 will be assessed using the PASA. For the 2019-2020 school year, Southern York County School District did report that it anticipates between 1% and 1.5% of our total enrolled test takers will participate in the PASA.
