Attendance at Public Meetings and Public Comment

Regular and special meetings of the School Board are public meetings and public participation by residents is encouraged. Members of the public may view meetings live on Comcast Channel 99 or on YouTube live at www.youtube.com/user/sycsdwarriortv/live. Meetings are held in person at Southern Middle School (temporary location).

To make public comment at a Board or Committee Meeting, please fill out this form by 4:00pm the night of the meeting.

Please note that you must be a resident and taxpayer or business owner in the District to make public comment.  

Public comment at the beginning of the meeting will be limited to one hour and preference will be given to those indicating they are speaking on items on the current meeting's agenda. Written comments may be submitted to susan.green@sycsd.org by 4:00 pm the night of the meeting to be shared with the board.

In order to honor everyone’s time, each person is limited to five minutes to address the Board.

The Board recognizes the value of public comment on education issues and the importance of including members of the public in Board Meetings. The presiding officer will follow the rules of the Board for conduct of a public meeting in accordance with Board Policy 903: Public Participation in Board Meetings.

The presiding officer shall be guided by the following rules:

  1. Public participation shall be permitted for residents and taxpayers or business owners during that portion of the meeting reserved for public comment.
  2. All persons wishing to participate in the public comment shall register their intent with the Board Secretary prior to the meeting or upon entering the meeting.
  3. Speakers will be recognized by the presiding officer based upon the order in which they register to speak.  Preference will be given to those speaking on items on the current night’s agenda.
  4. Speakers must preface their comments by an announcement of their name, address, municipality of residence and/or group affiliation, if applicable.
  5. Each speaker will be limited to five (5) minutes.
  6. No participant may speak more than once on the same topic unless all others who requested to speak have been heard.
  7. The period for public comment will be limited to sixty (60) minutes per meeting.  The Board has the discretion to extend public comment.
  8. Speakers shall direct all comments to the presiding officer. No speaker may address or question Board members individually.
  9. Courteous and proper decorum during a presentation will be required. A speaker will be ruled out of order and denied the privilege of speaking for failure to abide by this requirement.
  10. Speakers will not be permitted to make slanderous remarks about a Board member, employee, or student. Concerns about any employee's performance or any matters involving a specific student will be referred to the personnel and policy committee or deferred to be presented to the Board in Executive Session.
  11. Profane language will not be tolerated. A speaker will be ruled out of order and denied the privilege of continuing to speak.
